This master plan for one of the most scenic recreation areas of Northern California focused on land use issues and recreation and trail enhancements for the winter and summer months. Scenic viewsheds, vehicular and pedestrian access and snow-removal issues for winter uses such as snowshoeing, cross-country skiing and snowmobiling were studied as well. A series of public design workshops were held on-site to determine and discuss program, use enhancement and design issues with residents, local and regional user groups.
