The planning objective for the 2000-acre Victoria Master Planned Community was to create an integrated community of residential, commercial developments, schools, parks, trails and usable open space, meeting the needs of the people that live, work, and play within the community.

An inter-related community of five villages (Victoria Groves, Windrows, Vineyards North and South, and Victoria Lakes South) was planned, incorporating and expanding upon existing physical amenities such, as a mature pepper tree grove and a windrow of existing eucalyptus trees. A linear park linked the villages as well as connecting to adjacent regional trail systems. A system of trails linked the residential community with the open spaces throughout the Victoria Master Planned Community. The vehicular circulation system allowed access from adjacent areas, while maintaining the unique character of Victoria.
